How long does it take?
We process approximately 3,000,000 records per hour, but with quality control and transfer times, an average file of 10,000 records takes about 5 minutes. It's 100% automated, so you can wait until it completes or simply wait for the email when it's done!
What data is required for file upload?
To upload a file, TrueNCOA requires the following fields:
- First Name
- Last Name
- Address 1
- City, State or Postal Code
- Individual ID
We encourage users to include as much information on their upload file as possible, including: Address ID, Address 2, and Postal Code.

How do I upload a file?
TrueNCOA accepts CSV (comma-separated values), with either TAB or COMMA as the delimiter, and Excel (xls) files. These files can be imported one of three ways: Copy/Paste, Drag/Drop, or File Browsing.
- What is a CSV file?
A Comma-Separated Value (CSV) File is a simple file format used to store tabular data, such as a spreadsheet or database. A CSV file, as it's name states, is created by adding commas to separate the data. View a sample CSV file. CSV files can be created in Excel by saving the table and changing the 'Save as Type' to CSV (Comma Delimited).
- What is a Tab Delimited file?
A Tab Delimited File is, also, a simple text format for storing data in a tabular structure, such as a spreadsheet or database. This type of file is created by adding tabs between data fields. View a Tab Delimited file. Tab Delimited files can be created in Excel by saving the table and changing the 'Save as Type' to Text (tab delimited).
- What is an Excel file?
An Excel File is known as the Binary Interchange File Format (BIFF). Data inside all Office Document files are stored in series of fixed-size streams. All the data is contained in records that have headers, which give the record type and length. View an XLS file.
How will I know my file is complete?
You will receive an email from TrueNCOA stating your file is complete. You will also have a small notification at the top of your file page, stating the file is complete.
How do I get my processed file?
To export a file, you should navigate to the file you want and click the export button at the top. Then, you have the option to customize what fields you would like to export.
To download the file, you must have a minimum of 1 credit available. You can click the 'Download' button located at the top of your screen. This will download the Processed File to the browser as a CSV in a zipped folder.

Why do I need to buy credits?
TrueNCOA uses credits to streamline the purchasing process. You are able to purchase credits through the Credits Counter located at the top right of your screen.

What is the Move Map?
The Move Map (located below the NCOA Summary Report) plots all addresses on your file associated with an 18-month move. You can view a free version of the map before you purchase and download your results, which shows you move distribution.
After you purchase and download your results, these addresses will be marked by a box icon. This allows you to select and view the different moves identified by the TrueNCOA process. The historical address is represented by a grey box icon labeled with its address_id, while the current address is represented by a blue box icon labeled with its own address_id. When you click on a line between two addresses, the markers will stand out. Select one of the box icons to view the move address data.
What is included for free?
When you run an NCOA file with TrueNCOA, your file processes for free, and you get a complimentary NCOA Summary Report. Located at the top of the NCOA Summary Report, is our Potential Direct Mail Cost Savings calculator. This calculator displays the amount of money you save by running your file through TrueNCOA before mailing. We calculate your potential savings by using a count of total moves, invalid addresses, and vacant addresses. Plus we include a free version of our Move Map!

Do I have to pay $20 upfront?
Nope! We want you to know what results you are getting. Before you pay, TrueNCOA provides an NCOA Summary Report. This Summary Report includes quick details about the outcomes of your file, such as:
- Total Moves
- DPV Deliverable Addresses
- DPV Undeliverable Addresses
- Move Type

Do I receive updated addresses?
Yes! As stated above, you will receive fully updated addresses for 18-month moves and 48-month moves will be identified. This is all included for no additional cost.
Why are the icons next to my files different colors?
Every file you upload, will now be color coded based on file status.
- Black file icon = created or mapped status
- Blue file icon = processed but not yet downloaded
- Green file icon = processed AND downloaded
- Grey file icon = cancelled status
- Red file icon = errored status
Do I have to fill out a Processing Acknowledgement Form (PAF)?
Our registration form is used to automatically fill out a PAF for our users. NCOALink® Service Providers licensees are required by their license agreement with USPS® to acquire a Processing Acknowledgement Form (PAF) for each of their customers. To learn more about the data collected, view a sample Processing Acknowledgement Form (PAF). We automatically create one for you, but if you prefer to have one, feel free to fill it out and send it our way!
What exactly is a Processing Acknowledgement Form (PAF)?
The Processing Acknowledgement Form is a form required by USPS. In accordance with the Privacy Act of 1974, the United States Postal Service requires TrueNCOA to maintain a Processing Acknowledgement Form (PAF) for our customers. USPS has a handy guide: PAF Guide.
What is NCOA?
National Change Of Address or NCOALink contains approximately 160 million permanent change-of-address records filed with the United States Postal Service® in the last 18 months by customers who want their mail forwarded to their new address. This will return new updated addresses for individuals who moved in the previous 18-months.
Why should I NCOA my database?
NCOA improves deliverability rates for your mail campaigns, but it also helps you save money too.
Mailers who claim presorted or automation prices for First-Class Mail® or Standard Mail® service must demonstrate that they have updated their mailing list within 95 days before the mailing date.
Periodically, USPS matches a mailer's address records with change-of-address orders received and maintained by the Postal Service™.
Non-compliance penalties and wasted postage can cost non-profit mailers as much as $0.44 per piece!
Are 48-month (ANK) moves included?
The ANK process does not return updated addresses. It only returns a flag indicating a move that occurred in the previous 19-48 months with a Move Effective Date. There is a Full Service NCOA that updates all moves that occurred in the previous 0-48-months.
- Do you provide the Full Service NCOA?
Yes, we do! 48-month NCOA Update uses 48-month NCOALink to provide users with updated addresses obtained by USPS in the previous 19-48 months. If interested in running a 48-month NCOA Update, contact email@example.com. Additional fees apply.
Do you provide 60-month PCOA?
Yep! 60-month PCOA (Private Change of Address) provides users with addresses not reported with USPS. PCOA is compiled from multiple private sources, such as magazine publishers and credit card companies, who sometimes receive change-of-address notifications that are not reported to the USPS. If interested in running a 60-month PCOA, contact firstname.lastname@example.org. Additional fees apply.
What is CASS?
Coding Accuracy Support System (CASS) evaluates address-matching software and improves the accuracy of carrier route, 5-digit ZIP®, ZIP + 4®, and delivery point codes that appear on mailpieces.
What is DPV?
Delivery Point Verification (DPV) identifies whether a ZIP + 4® coded address is currently represented in the USPS® delivery file as a known address record. The DPV Product allows users to confirm known USPS addresses as well as identify potential addressing issues that may hinder delivery.
What is RDI?
Residential Delivery Indicator (RDI) is licensed by the Postal Service and works with certified CASS™ software or an address standardization tool provider to verify delivery type status.
