USPS® Processing Acknowledgment Form (PAF) Details

NCOALink® Service Providers licensees are required by their license agreement with USPS® to acquire a Processing Acknowledgement Form (PAF) for each oftheir customers. The PAF is not a requirement for the NCOALink End User licensee.

The PAF is an essential part of the NCOALink®process because it enables USPS and the mailing industry to comply with the Privacy Act of 1974 by way of a written request to use COA information for mailing purposes. Specifically, section 552a of Title 5 states in part: “No agency shall disclose any record which is contained in a system of records by any means of communication to any person, or to another agency, except pursuant to a written request by, or with the prior written consent of, the individual to whom the record pertains”

TrueNCOA Support

TrueNCOA allows you to specify the information required by the PAF:

  1. List owner - if you are registered as an agency, this is the name of the company/organization you are preparing the mailing for.  Otherwise, this will be your registered company's/organization's name
    1. Company Name
    2. Address
    3. City
    4. State
    5. Telephone Number
    6. NAICS
    7. DBA - if applicable
  2. Licensee - completed by TrueNCOA
  3. Broker/Agent or List Administrator - if you are registered as an agency, this will be your registered company's/organization's name. Otherwise, this is the name of the company/organization you are preparing the mailing for.
