The USPS defines this NIXIE code as mail not being removed from the receptacle in a timely fashion, prompting the carrier to pick it back up. This could be a matter of poor data quality, incorrect postal data, or something else specific to the addressee.
This is typically caused by people going on vacation for an extended period of time and not having their mail picked or by vacancies where the address is not occupied. This may also be caused by residents who have relocated because of a natural disaster or deceased.
